Bill Mahan Steps Down as Paratransit Services Chairman of the Board After 17 Years of Service

Bremerton, Washington – March 28th, 2024. Few individuals have made a greater impact on Paratransit Services and the greater Kitsap Peninsula community then Bill Mahan. Mr. Mahan serviced as the Kitsap County Commissioner from 1969 - 1989.  With no transportation options available on the peninsula in 1980, Mr. Mahan, as Commissioner, was instrumental in working with the Kitsap Peninsula Housing Authority in forming a transportation department known as the Kitsap Peninsula Housing and Transportation Association (KPHTA), which later became Paratransit Services in 1984.

Bill Mahan was elected to serve on the Paratransit Services Board of Directors in 1991, while simultaneously working as a member of the Central Puget Sound Economic Development District. He served on the Paratransit Board of Directors until 1995 when he took over as President/CEO of Paratransit. He served as the President/CEO for ten years before stepping down and reclaiming his seat on the Board of Directors in 2005. In March of 2007, Mr. Mahan was elected by the Board to fulfill the role of Chairman, a position he would go on to hold for 17 years!

Mr. Mahan served graciously throughout his 17 year tenure as Chairman, however, during the March 2024 Board of Directors meeting, Mr. Mahan announced he would be stepping down as Chairman of the Board. Although this is sad news, Mr. Mahan has chosen to remain an active board member, assuming a directors role so he can continue to remain a part of the Paratransit Services family. With Bill Mahan stepping down as Chairman, Bryan McConaughy, who has served on the Board since September 2018 and currently serves as the Finance Committee Chair, has been elected to take over the role of Chairman of the Board.

Paratransit Services President/CEO, David Baker, had this to say in regards to Mr. Mahan and his time with Paratransit Services:

I have had the pleasure of knowing Bill Mahan for the past 23 years. I worked with him directly during my first three and a half years at Paratransit Services while he was President/CEO. Bill quickly became a friend and a close mentor. He is someone I have looked up to for his commitment and dedication to Paratransit Service’s employees, contractors and clients we serve. Upon his retirement on January 1st, 2005 it was my extreme honor to be named as his successor as President/CEO. I was thrilled that Bill was named to the Board of Directors immediately following his retirement and have enjoyed serving with him as he assumed the mantle of Chairman of the Board since 2007.

I am very pleased that Bill has chosen to remain on the Board of Directors, as his vast experience is something we can all continue to glean from as we stay true to Paratransit Services’ commitment of making a difference in the lives of the people we have been entrusted to serve. As Paratransit Services transitions to new leadership on the Board join me in congratulating Bryan McConaughy as the new Chairman. I have enjoyed working with Bryan as a Director on Paratransit Services’ Board and I am looking forward to continuing our working relationship for many years to come.
